NOBR like so many of this era out of Fredericton.
You can see the impression of a Ling nameplate as well as a longer name as well.
Ling was the last active player with ties to the Quebec Nordiques who drafted him in 1993. He was still playing pro hockey through the 2017-18 season.

Based on the CCM pattern and length of the name plate stitching, likely last used in the 1986-87 season by Jean-Francois Dube.

This is an inaugural year Falcons jersey originally worn by Steven Yule and recycled to Thompson with evidence of a nameplate change.
